Though it isn't new, we had not previously noted the Digital Image Submission Criteria Working Group. The group was formed to develop standards for the submission of photographs to magazines.
The DISC website contains PDF documents that describe submission specifications and guidelines for images and for metadata, and it also hosts a discussion forum.
